I have the honor to acknowledge the receipt of communication No.1467 inclosing a Despatch from the Secretary of State for the Colonies on the subject of Ordinance No.4 of 1855.

Three defects are pointed out by the Home Authorities in that Ordinance, 1st the granting of Registers to aliens not legally British Subjects. 2ndly by the absence of defined limits within which the Register is to be in force. 3rdly the application of a system of

Registry to "clean going" Colonial Vessels.
